Enforcement

The Department of Animal Care & Control has one or more Animal Control Officers on duty 24 hours a day, every day of the year. 



The Enforcement Division provides many services to the community. Animal Control Officers respond to as many complaints as time permits. The situations officers respond to include:

  • Dogs Running Loose

  • Sick or Injured Stray Dogs

  • Enforcement of Dog Related Laws

  • Livestock Attack Investigations

  • Animal Rescue

  • Assisting Police and Other Agencies

Enforcement of animal related laws by Animal Control Officers is achieved by filing criminal charges against dog owners and/or the impoundment of an animal.

Some residents of Franklin County choose to ignore state law by failing to license and immunize their dogs or allowing their animals to run at large. Many dogs in Franklin County are very aggressive and pose a serious threat to the community if they are not properly confined. Dog owners are held criminally liable for their dogs running at large, regardless of the circumstances surrounding the dog’s escape.
